Which of the following most accurately describes the problem?

FAILURES at the annual MoT test dropped to their lowest level since the test began with only 174,000 vehicles -including trailers — failing the test during the last 12 months.

Figures issued by the Department of Transport for the 67 main and 24 auxiliary HGV testing stations show that of the 904,384 vehicles tested only 19.3 per cent failed.

These figures compare with the figure for the period 1974/5 of 905,552 tests being taken with 177,675 failures — .3 per cent up on the figure for 1975/6.

In 1969/70 the number of tests taken was only 598,707 of which 179,761 failed — a rate of 30 per cent and more failures than the past 12 months during which time 40 per cent more tests were carried out.
