Which of the following most accurately describes the problem?

• Two new men in haulage, but with business links in Edinburgh, were granted an 0 Licence for five vehicles and six trailers at Edinburgh last week. They were Robert Croan and Hamish Mitchell, former partners and now directors of SFT Motor Sales Ltd, of Edinburgh. The initial intention, it was stated, is to deal in used cars and for this work a transporter has been acquired. They will cover off periods in car haulage by use of a flat trailer to handle either fish or timber. Mr Croan gave evidence that he had had family training in the fish trade and that their initial period of trading in cars, from July until October, when the new limited company was formed, had been successful. They had excellent premises, well equipped for the work he said. Mr Mitchell gave evidence of training in the timber industry and said that they proposed to do short-haul fish and timber haulage as a secondary interest to car handling.

The LA, Mr A. B. Birnie, said that he would require to have details of their proposed inspection routines and asked whether they really wanted to put on the vehicles specified. Mr Mitchell said they were looking for a fast growth to five vehicles and six trailers and Mr Birnie said this could be granted but only for two years. This was not a punitive action he said, but designed to safeguard them as new entries into haulage. He would grant the application subject to proper information on inspection proposals.
