Which of the following most accurately describes the problem?

SOUTH YORKSHIRE skip-lire firm has been fined £5,000 with £3,000 costs for operating an Ilegal waste management site.

Stainforth-based Sprint Hire and Sales, trading as Atlas Skips, pleaded guilty to two charges relating to depositing and keeping and treating waste without a licence between January and July 2004.

Doncaster magistrates heard that when Environment Agency officers visited Atlas Skips site they found skips full of mixed waste. There was also evidence that waste had been burnt on the site.

Officers returned to the site on two more occasions and found more waste had been deposited.

They also watched a company employee drive onto the site and unload a skip off the back of his vehicle. On other occasions they saw rubbish being dumped.

The waste was identified by two witnesses as having been collected by Atlas Skips from their homes.
