Michael Betts has given a former director of two failed companies 28 days to prove he is competent to act as transport manager for Burns Express Freight which is applying for a new international licence.

Derek Burns was a former director of failed Shuttle Transport and Shuttle Direct.

The new Edinburgh-based firm, Burns Express Freight, is applying for an international licence to allow one vehicle to operate from a site at Room 23, Building 57, Turnhouse Road.

The LA was not satisfied that the new company met the financial requirements in relation to international licence holders, as it had been unable to produce evidence of available capital and reserves of around £2,000.

He was also not persuaded that it had a nominated transport manager who was professionally competent and of good repute. This is in view of Burns' directorship of the two liquidated companies and the fact that he had been banned in October 1993 from being a company director, or from in any way directly or indirectly being concerned in the promotion, formation or management of a company, for 10 years.

Burns has 28 days to make written representations.
