The Royal Commission on Civil Liability and Compensation for Personal Injury proposed that the 'no fault' provision be added to existing arrangements, whether or not a driver is proved negligent.

Mr Rodgers told Parliament recently that the Department of Transport had sought answers from major interested bodies. He added that the DTp would welcome answers from any body or individual, preferably by mid-May.
