Which of the following most accurately describes the problem?

THE ROAD Transport Industry Training Board is under Government pressure to end pay agreements which have increased average salaries from under £3,000 to over £5,000 in three years.

"I am in discussion with the Board on how the agreement may be brought to an end, as such agreements, particularly in the public sector, are not consonant with general Government policy," said Harold Walker, Minister of State for Employment, in the Commons last week.

He explained that the agreement which provided for index-linked salaries was in operation before incomes policy took effect, and in consequence its contin,...ed operation had not been precluded.

Answering questions from Tory Marcus Fox, Mr Walker said that the annual average salary paid to staff in the year ending March 31, 1975, had been £2,945.

Increases, including those due in the three following years under the indexation agreement, represented year-on-year improvements of 27.5 per cent to £3,757, 17.2 per cent to £4,403 and 16.9 per cent to £5,145.

Payments actually made during phases one and two had been restricted to the amounts payable under general incomes policy limits.
