Which of the following most accurately describes the problem?

TT IS always possible that familiarity with a situation will bring a certain 'rigidity of outlook. Continual efficient dealing with a problem brings an unconscious view that no new approach is possible. In the majority of cases this is undoubtedly true, but it is always worth, once in a while, stepping aside while a fresh brain examines things.

With this in mind, and on the eve of the Public Transport Association's Eastbourne conference, The Commercial Motor has invited Mr. D. L. Munby, the Reader in Economics and Organization of Transport at Oxford, to examine some aspects of the passenger industry. On pages 516 to 518 he poses two questions that merit consideration. Are operators too rigidly controlled? Could a system of fixing maximum, rather than specific, fares be feasible?

There might be good answers against his suggestions, but they are worth examining, if only to stimulate thought.
