Which of the following most accurately describes the problem?

IN the interests of good housekeeping, the rationing of commercial petrol was still necessary, said Mr. F. G. Smith, at the annual dinner of the Institute of Automobile Assessors, in London, last Friday. He stated on good authority, however, that the full basic ration for private motorists would have been restored even if 9d.. had not' been added to the tax on fuel, because of the reducing dollar element in petrol. He expected fuel rationing to end in 1952,. when Britain would be able to refine 18,000,000 tons of fuel a year.

Mr. Smith also referred to the difficulties that were being created for insurance assessors by the ageing fleets of commercial vehicles.

Mr. H. J. Wiltsher, president, applauded the co-operation given by the motor trade to insurance assessors. Other speakers were Mr. Lionel Coles. president of the Exeter Insurance Institute, Mr. J. Arden White, and Mr. W. B. Bodie, president of the Chartered Insurance Institute.
