• Industry trade associations have joined together to draw up a four-part proposal on smartcard tachos, which they are to put before EU Transport Commissioner Loyola de Palacio.

The move follows strenuous efforts by the Freight Transport Association to have the Introduction of smart-card tachographs postponed from its August 2004 start date (CM N May-4 June). After discussions with EU officials, the ETA says it recognises there is no way the legislation can be derailed. Now it has joined forces with the Road Haulage Association and Confederation of Passenger Transport to propose a "sensible compromise".

ETA spokesman Geoff Dossetter says the group acknowledges that the EU is locked into the smart-card legislation process, and can't now get out of it. "We have to be sensible in terms of what is

politically achievable," he says. "And this [the four-part proposal] is a good compromise.

"We are trying to help create a practical digital tachograph system and our proposition on the table covers this."
