Tony Parks from Ninfieki-based Tony Parks Transport says that he received his original penalty notice in February.

He sent off the payment immediately by recorded delivery, yet six weeks later he received another letter claiming that he had not paid.

Parks says: "I contacted the Royal Mall who confirmed that the letters had been received by Transport for London. I believe that there has been a serious administration error and am now seeking legal advice."
