Which of the following most accurately describes the problem?

II Ferry crossings could be delayed by an EU law forcing ferry companies to note every passenger's name before leaving port.

European Transport Commissioner Neil Kinnock proposes that ferry operators should have to note passengers' names on all journeys over 20 miles.

Scottish ferry company Caledonian MacBrayne says the proposal is impractical. It is concerned that it will affect routes including Stornaway to Ullapool and Oban to Barra and South Uist.

Stena Sealink spokesman Brian Rees believes the law would force ferry operators to transform their checking-in procedures to minimise delays. "It would have to become more like airport terminals," he says. " Passengers

would have to arrive 20 or 30 minutes before departure."

Anti-toll campaigners are to resume their policy of non-payment of the Skye Bridge tolls. The truce agreed after Labour's election victory ended with the arrest of anti-toll campaigner Arthur Cormack and Drew Millar, who is a member of Skye and Kyle Against the Tolls Group (SKAT).

The proposed meeting between Donald Dewar and the Highland Council (CM 5-11 June) will take place on 23 June.
