n At the present time HGV licences are issued and revoked by the Licensing Authority for the traffic area in which the applicant resides, but what will happen when pink licences are introduced in 1991?

AHGV and PSV licences will indeed be consolidated into the new pink licence, which will be administered by the DVLC, but discipline for vocational licences will still be the responsibility of the Licensing Authority.
The idea is that when four or more penalty points are endorsed on the licence, the vocational driver will become subject to examination by the LA.
