Which of the following most accurately describes the problem?

• London Regional Transport has put nine more of its bus routes out to competitive tender. The list this time includes one central London and two inner London routes.

The routes are 4 (ArchwayWaterloo); 42 (Aldgate-Camberwell Green); the 62 (Barking-Gants Hill; 110 (Twickenham-Cranford); 153 (Archway-Islington); 173 (Stratford-Becontree Heath; 196 (Norwood Junction to Oval); 289 (Elm End-Purley); and 297 (Willesden-Ealing Broadway).

All are operated by London Buses with one-person buses. LRT plans that route 153 will be operated by 25-seat midibuses at a higher frequency than present.

So far, 8% of LRT bus kilometers have been put out to tender and plans exist to have 25% on contract by the end of 1988,
