Which of the following most accurately describes the problem?

THE Freight Transport Association supports the Government's proposals to reduce the noise levels of heavy goods vehicles although the Association says that such reductions should be to a level which is "economically acceptable" The FTA believes the target level of 80dB (A) to be feasible, but has reservations about the likelihood of achieving this by 1985. Before making a final decision it wants to see a more detailed assessment of the costs.

The onus for obtaining the required reduction in noise level must lie with vehicles reduced considerably, say the FTA. without radical alterations in design. Noise suppression should be tackled as part of the total design concept and not just through engine and transmission encapsulation, says the FTA.
