Which of the following most accurately describes the problem?

FAILURE to wear and maintain seat-belts could lead to a spate of fines for drivers and operators.

Surrey police are to clamp down on truck drivers who fail to use their seat-belts; and for the first time, seat-belt condition will be checked during MoT tests.

Belts have been required in trucks since 1993 —hut drivers have only had to use them since 2001.

Sergeant Duncan Brown of Surrey police's strategic road unit says the crackdown will start following an educational programme to be launched next month.

The risks posed by not wearing a seat-belt are particularly high when HCiVs are driven nose to tail in a bid to cut fuel consumption.

VOSA is taking a similar approach to the police by warning operators about seat-belt defects before failing vehicles from April.
