Which of the following most accurately describes the problem?

Keywords : Easterhouse, The Vandals

• John Hamilton (Coal Merchants) Ltd of Baillieston with a licence for 22 vehicles and operating 18 had their licence cut to nine vehicles which was the number in actual use and then cut by one further vehicle for a period of six months.

Mr James Risk, for Mr Hamilton, said that the applicant had premises in the Easterhouse area of Glasgow where vandalism was rampant. He produced police letters confirming break-ins at their premises. The firm had suffered some £5000 worth of damage and loss from vandalism in recent times. Records kept by the firm had been used as torches by the vandals to avoid switching on electric lights. Evidence was given by George McCallum, vehicle inspector, that he inspected seven vehicles on September 19 and gave an immediate prohibition for a brake deficiency. He examined another vehicle on July 21 on the road and gave an immediate GV9 again for braking defects. Records were inadequate and there was general neglect in maintenance of vehicles.
