"WE WERE NOT taken unawares" this was the official comment of many local authorities on Tuesday and Wednesday when snow and ice caused traffic chaos for the second time in five weeks.
Highway authorities appeared to do too little too late. Were the Police and Meteorological Office used to give early warning? Did local authorities have sufficient stand-by crews available? Was it salt or grit that was eventually spread to open roads? These and many other questions werobeing asked as the big thaw set in.
