Which of the following most accurately describes the problem?

PORTUGAL is to impose a new import quota on motor vehicles from January 1 next year, admitting only 75 complete vehicles a year from each manufacturer. All others will have to include at least 15% in value of Portuguese labour or materials.

Among commercial vehicles only those for specialized purposes such as' firefighting will be admitted complete; others must be sent in as chassis, or in some C.K.D. form.
