Which of the following most accurately describes the problem?

TWO substantial conversion applications were granted by the West Midlands Licensing Authority, Mr. J. Else. on Monday, when the objectors withdrew.

William Round (Transport) Ltd., of Dudley, submitted an amended normal user in an A-licence bid for 14 vehicles (vans or pantechnicons) against the surrender of existing B licences. The proposed amendment deleted work for Vono Ltd. and specified traffic from the C.W.S. National Works, Dudley.

Giving his decision, Mr. Else said that the applicant was an old-established firm in a substantial way of business. Earnings of the 14 B vehicles were less than those of the four existing A vehicles, but customer evidence was satisfactory.

The second conversion concerned a 22-vehicle Contract A to A switch sought B14

by C. Bailey, Lichfield. Mr. Norman Carless, for the applicant, said that objections from British Rail, British Road Services and a number of independent 'South Wales hauliers had been withdrawn following discussions. The traffic for existing customers, principally Stevco Ltd. and British Anthracite Ltd. and associates would be continued.

After hearing evidence from British Anthracite Ltd., Stevco Ltd., Batemans Ltd., E. A. Barnes Ltd., and C. B. Stanley and Co., Mr. Else accepted there was a case for an A grant to promote efficient operations, but he was not prepared to make this in full. He allowed 18 vehicles on A licence with a normal user: "Solid fuels from East and West Midlands and South Wales coal areas for delivery within 130 miles south and west of applicant's base."
