AFINE of 10s. was imposed on a lorry driver employed by a firm of builders' merchants at Bootle last week for dumping a load of bricks and mortar into the highway, allegedly obstructing a third of it.
The defending solicitor said that the materials were removed with the utmost dispatch. There was no obstruction under the Town and Police Clauses Act. 1847, he said; there occurred just one of the exigencies which road users must take into account.
