Which of the following most accurately describes the problem?

by A.R.O. concerning the support in the Association's areas. It is reported that complete loyalty is evident in the Yorkshire, East Lancashire, Eastern, South-Eastern, Southern, Western and South Wales areas.

A substantial number of members has been enrolled in the Northern Area during the past month and operators in that district are fully supporting A.R.O.

The example of one honorary official who has resigned, has not been followed in the North-Western Area, which continues to give full Support under the same secretary and with the same offices as before.

With the exception of a group of passenger-vehicle operators, continues the statement, members of the Metropolitan Area, including ancillary users, remain loyal to A.R.O. The same remark applies, it is claimed, to Devon and Cornwall, with the exception of one small section. In the East Midland Area, the resignation of the secretary and members of the area committee has been followed by the establishment of new A.R.O. offices and the appointment of a new secretary. The majority of the members remains loyal, but up to the present some have responded to a personal appeal made to them to secede, and to take advantage of the privileged conditions offered to them if they were to do so.

Notwithstanding the difficulties created in consequence of the method of working in the West Midland Area since September 1, 1936, it was found that when the issue of remaining with, or leaving, A.R.O. was clearly put to the members, there was never any doubt as to the choice they would make, At meetings held in Birmingham, Wolverhampton, Dudley, Hereford, Worcester, Wellington and the Potteries, votes of confidence in A.R.O. were passed.
