Which of the following most accurately describes the problem?

• FairFuelUK (FFUK) said it is "massively disappointed" by chancellor George Osborne's decision to freeze, rather than cut, fuel duty. In the autumn statement last week, Osborne confirmed he had cancelled the planned 2ppl increase that was due to come into force next September. FFUK co-founder Howard Cox said the campaign would continue to fight for a reduction, having previously told CM that next year's pre-General Election Budget was its key focus.

• Plans to trial a 50mph speed limit for LGVs on the A9 in Scotland have been welcomed. Transport Scotland said the 36-month pilot will launch next year and aims to improve safety on the major single carriageway trunk road, which often sees car drivers perform dangerous overtaking manoeuvres to get past trucks, which are limited to 40mph. 'We will be doing all we can to ensure the pilot is a success," said Phil Flanders, Road Haulage Association director for Scotland.

• Jaupt has had its contract to manage the Driver CPC extended by two years. A spokeswoman for the Driver and Vehicle Standards Agency (DVSA) confirmed that a tendering process had begun earlier this year as the contract was set to expire in April. The spokeswoman said: "However, following the DSA's merger with Vosa to become DVSA, the new agency needs to look at the work that is being brought together and identify any additional requirements that a future contract may need to include. The decision has therefore been taken to extend the existing contract with Jaupt for a further two years while this work takes place."
