Sofro* haulier has Dst his bid to have an impounded vehicle returned. Halesworth-based David Pipe, trading as DMP Vehicle Hire, was disqualified indefinitely from holding or obtaining an Operator's Licence after his licence was revoked by Eastern Traffic Commissioner Geoffrey Simms in February 1999.

In August 2001 he was fined by the Norwich magistrates for two offences of unauthorised use.

Last May he was again fined £1,000, and order ed to pay £693 prosecution costs, after being convicted of a similar offence by the Milton Keynes magistrates.

In September a laden vehicle belongng to Pipe was detained by the Vehicle Inspectorate at Lenwade. When interviewed, the driver. Michael Pearce. admitted to being employed by Pipe for the past four years and said that he generally worked to the instructions of Easco.

Pipe claimed that the vehicle should be returned because he did not know it was being used without an 0-licence. He said that 'rt was on hire to Easco and that as he was hiring the vehicle out he did not require an 0-licence.

Refusing to return the vehicle, the TC said that the vehicle was being used for the carriage of goods for hire or reward at the time. He concluded that the user was Pipe, who did not, and who could not lawfully, hold z licence.
