Which of the following most accurately describes the problem?

• More people are reporting fly-tipping hauliers as a result of the publicity surrounding the Landfill Tax's introduction in October, the Environment Agency revealed this week.

The Agency says calls have increased by around 10% across the country and the quality of information has improved and could result in more operators being prosecuted in 1997.

However, early indications suggest fly-tipping itself hasn't increased since the Landfill Tax was introduced despite fears within the industry it would.

A spokesman says: "The public do seem to have got the message that what we want is reports of dumping taking place.

"The sorts of things we're looking for is eye witness statements including good descriptions of vehicles, exact locations and types of waste."
