Which of the following most accurately describes the problem?

THE possibility of the Road Haulage Association expanding and developing some of its services on commercial lines is still a subject for discussion despite the rejection of the suggestion in the Wells report.

It is understood that the feasibility of appointing a commercial director for the association is to be debated at the Association's next national council nieeting, on January 28. Though the report was rejected in October mainly because of the alleged lack of interest by RHA members, the possibility of doing something on these lines has not been abandoned.

Though the possible appointment of a commercial director has been mooted, it is not yet clear what services will be included in the scheme if it goes ahead.
