Which of the following most accurately describes the problem?

• it seems probable, writes John Darker, that the road transport industry has not yet woken up to the consequences of the London dockers' militant stand over container bases at Tilbury. It was revealed last week that docker members of the Transport and General Workers' Union are claiming that dockers should have the sole right to handle cargoes in ships, docks, warehouses and container berths across a vast area around London. This would stretch from 15 miles east of the Thames estuary to 15 miles west of Teddington—a corridor 30 miles wide. The claim will be considered by Mr. Peter Bristow, OC, who has been asked to consider demarcation problems in the docks by the Department of Employment and Productivity.

Docker members of the TGWU are determined to maintain their traditional right to work warehouses and container bases connected with the Port of London. They fear that certain employers would employ cheaper, non-dock, labour, with serious effects on the already acute aver-staffing in sections of dockland.

Literally interpreted, the dockers' claim would give them the right to handle all cargo . at Heathrow airport and at the warehouses'of many large private companies such as Tate and Lyle and Ford Motors at Dagenham. It remains to be seen how long it will take for road haulage members of the TGWU employed in depots and warehouses in the Greater London area to resolve this tricky demarcation question. Affected companies, too, will await the report of. the Bristow committee with interest.

Meanwhile, if Tilbury dockers persist in refusing to work the consortium terminal at the port, other container operations are likely to be moved elsewhere.

Tilbury and Southampton are being considered, with the latter likely to be the inevitable choice if conditions at London do not improve.

These services will be operated by Overseas Containers and Associated Container Transportation the consortium which has been forced to move to Antwerp.

Another firm, Seaboard Pioneer Terminals has announced that it may move from Tilbury because of the situation there.
