Which of the following most accurately describes the problem?

Isa partly completed road a road within the meaning of the Road Traffic Act? This point was argued before Southport magistrates, last-week, when a Series of summonses was heard regarding the use of an uninsured Lorry.

R. J. Barton and Sons, Ltd., 66a. Liverpool Road, Southport, was summoned for causing or aiding and abetting the use of an uninsured lorry and for employing an unlicensed driver. The driver was summoned for driving without a licence and the owner of the lorry, William Harold Higginson, 43, Carr Lane, Southport, was prosecuted for permitting or aiding and abetting the use of an uninsured lorry.

Mr. M. Kennan, defending, said that the vehicle was part of the plant on a building site. The point at issue was when a road became a road within the meaning of the Act. If the prosecutions were successful, every contractor would have to decide whether all vehicles used on the site had to be insured and driven by licensed drivers.

The summonses were dismissed and costs of £3 3s. each were awarded.

"LET MOBILE SHOPS PAY RATES"

A RESOLUTION that mobile shops ri be rated on lines similar to ordinary shops and pay rates to the local authority in whose area they operate, was passed by the national executive of the National Union of Small Shopkeepers at a meeting this week. It was also proposed that mobile shops be licensed to work in specified areas. Solicitors are drawing up these suggestions for submission to the appropriate Government department.

Small traders are showing concern because on new housing estates mobile shops gain most of the food registrations from the incoming tenants before the shopkeepers arrive. They particularly resent Co-operative vehicles.

NO LEVY ON CORPORATIONS?

THE Association of Municipe Corporations has been asked by Sunderland Corporation to oppose the levy. The corporation considers that local authorities should be excluded from its imposition.
