Which of the following most accurately describes the problem?

THE PROPOSED agreement between International Harvest' and ENASA (Pegaso) in Spain could mean the Internation 466-Series engines could be produced in Europe. If the agreement is finalised — the deadline is July 31 — th( an engine plant will be built in Spain with a capacity of 70,01 units per year. The 466-Series — which in DT466 form powe the Seddon Atkinson 300 six-wheeler — is currently produced the USA only at a rate of 80,000 per year.
