Which of the following most accurately describes the problem?

• Flexible working time for drivers is at the top of a list of 10 transport priorities being submitted to the Government ahead of its presidency of the EL: next year.

The UK takes over presidency on 1 January 1998.

The Freight Transport Association says this gives it "a unique opportunity to influence the development of proposals :or legislation". The FTA is putting forward 10 issues it believes are critical to the efficient functioning of European freight transport. These range from safety and the environment to the single market and competition.

On drivers hours and working time, it says: "The Government needs to strike a careful balance between the social welfare of drivers, the additional cost burden on industry and the environmental effects of more journeys and vehicles to cover the same work."

Other points raised include electronic tachographs, standards for new road hauliers, transport pricing, city logistics and disruption to international freight traffic.
