Which of the following most accurately describes the problem?

nECISION was reserved by Mr. W.

Quin, the Scottish Licensing Authority, when an application by Road Services Forth Ltd. for a six-vehicle switch from Contract A to A licence was continued last week at Glasgow. The vehicles are now operating under contract for Distillers Co. Ltd. Mr. Quin said he would require to consider the evidence and submissions.

For Road Services, Forth it was indicated that they had operated six vehicles since 1961, taking whisky from D.C.L. grain distilleries to the Menstrie store, said to be the largest of its type in the world. Evidence was given to show that stored whisky was purchased while in Menstrie by blenders and merchants who could arrange their own outward traffic. The applicants sought to share in that traffic, whilst D.C.L. anticipated economies in transport rates arising from the widening of scope of the licence. For British Road Services, who objected, it was submitted that there was surplus capacity within the total A fleet of the applicant and that even on the use of Crown lock-fast vans there was available capacity. It was also contended that no whisky was, as yet, coming out of Menstrie, although the evidence indicated that this would become outward traffic in the near future, gaining momentum with each month. The objectors emphasized that although six Contract A vans were involved the authorized Crown lock-fast units amounted to only two.

B.R.S. gave evidence of available capacity within their permitted Crown lockfast vans and contended that abstraction would take place if an open A licence was granted for six vehicles. Mr. Quin made it clear that no complete transfer could take place and that he would study the information provided to reach the necessary quantum.
