Which of the following most accurately describes the problem?

THE undertaking previously carried on by Forth Ferries, Ltd., between Granton and Burn tisland should be taken over by the Ministry of Transport and operated in the public interest. A resolution to this effect was passed by the committee of the Scottish Division of the Traders' Road Transport Association last week.

It was pointed out that there was no likelihood of the Forth road bridge being built in the foreseeable future, and that commercial vehicles had frequently to wait two hours to board the Queensferry ferry.

It has been stated that the Minister has indicated he has no power to direct the running of the ferry at Granton.
