Which of the following most accurately describes the problem?

DRIVERS of pantechnicons should according to two Unions, be paid not according to the payload, in tons, of the vehicle, but by its cubic capacity. This reform in the Road Haulage Wages Order is being pressed for by the United Road Transport Workers. Association and the Scottish Horse and Motormen's Association, both affiliated to the Trades Union Congress. They hope to be supported by the Transport and General Workers' Union.

They point out that a pantechnicon rated at 5 tons carries a load that may even overflow on to the tailboard, yel the driver is paid the same as a man driving a 5-ton tipper.
