Elsby's cuts

• Substantial cuts in the number of vehicles operated by Middlewich, Cheshire haulage contractors Kenneth Elsby have led North Western Licensing Authority Roy Hutchings to decide to allow the company to continue to operate.

The LA had considered taking disciplinary action against the company's licence together with its application to renew it in respect of 27 vehicles and 31 trailers in possession with 13 vehicles and nine trailers to be acquired.

In 1985 the company's licence was prematurely terminated in the light of a poor maintenance record and convictions for drivers' hours and tachograph offences, including the falsification of tachograph records.

Managing director Kenneth Elsby said that he had reduced the fleet to 10 vehicles and trailers in order to improve the situation. He believed that he could keep a tighter control over a smaller number of vehicles.

Revoking the existing licence, Hutchings said this would go on the company's record. The continuation application would have to be re-advertised because of the change of operating centre and if there were no objections or reprepresentations he would be prepared to grant the company a licence for 10 vehicles and trailers. In the meantime he would grant an interim licence.
