Which of the following most accurately describes the problem?

• Following checks carried out by Ministry of Transport enforcement officers earlier this year. 10 drivers were fined a total of £206 for hours and records offences at Altrincham magistrates' court on Monday. Another 10 will appear next week.

A £27 fine was imposed on D. E. Lewis, employed by C. Heard Ltd., Haydock, who was found to have driven 221 hours in 24, J. Birkett, driving for Pack Transport Ltd. of Salford, was fined £39 for five hours and three records offences. He had been pulled up again within a fortnight of the first offence.

Five drivers employed by Smiths of Eccles Ltd., Urmston, were convicted. P. R. Bowlan was fined £18, G. Lydiate £22 and C. Chamberlain £11. Because two others, R. D. Edes and L B. Spinks, had been fined in March for similar offences the magistrates said they felt obliged to make the penalties more severe. Eden was fined £21, and Spinks £7 on each on two record charges.

J. W. Bailey, working for Clifford Nutthall of Rawtenstall, was fined £25; J. Dance, C.W.S. Ltd., Manchester, £13 and R. Beattie, Samuel Hunt and Sons Ltd., Clayton, £16. All have to pay advocates' fees.
