two years for the Ministry of Transport to see whether a practicable road pricing system can be developed. This estimate was given in the Commons this week by Mrs. Barbara Castle who emphasized that the decision to make this investigation was the only one which had been taken on road pricing.
She made the point after Mr. Peter Bessell (Liberal, Bodmin) had asked about the use of heaters in vehicles.
