Which of the following most accurately describes the problem?

IN an attempt partially to offset wage • increases totalling £15,000, Morecambe and Heysham Transport Department applied before the North Western Traffic -Commissioners at Morecambe last week to amend some of their concessionary fares.

Mr. A. V. Rigby, general manager, said in evidence that their last fares increase had been in June, 1958. Shortly after this there had been a minor rise in staff wages which cost them £5,000, but the 1960 increase had been more substantial and they had had to spend another £10,000_ They wanted to continue to replace old vehicles in the fleet by new ones, the cost being met by the revenue they held.

The only fares to be altered would be the specially reduced rates offered to school children, workpeople and contract holders. Scholars' fares would be increased to coincide with children's

c56 normal fares, equalling half the adult rate. It was estimated that this would produce £2,000 per year. Workpeople's concessionary fares would all be increased by Id. to bring in £2,000 a year. There would be no workers' special rate for fares below 5d. Quarterly contracts were to be increased by 10 per cent., halfyearly ones by 15 per _cent. and yearly contracts by 20 per cent., this in all producing a total of £550 a year.

The application was granted by the chairman, Mr. F. Williamson, who said it was similar to many others made throughout the 'country following the recent wage increases for transport staff. The total revenue to be gained would be £4,550 and in relation to the £15,000 the Corporation wished to offset he considered the proposals made by the undertaking to be modest.
