Which of the following most accurately describes the problem?

FARES increases designed to bring in an extra £15,000 a year are to be I sought by Preston Transport Department. The proposed rises— • :d. on fares of 31d. and over on all routes operated by the undertaking and joint operators—were agreed by the town council at its meeting fast week. The proposals also cover a rise, from 2d. to 3d., in the cost of dog fares.

Transport committee chairman, Alderman F. Jamieson, told the council there was a deficiency of £5,220 in the first six months of the year. It was estimated that by the end of the year this would have risen to £6,550.

The extra £15,000 which would result from the proposed higher fares would enable the department to balance its budget and to renew the fleet.

Alderman Jackson said Blackpool's new pay-as-you-enter bus (a double-decker with seated conductor) might be suitable for a seaside resort, but there was a loss of 15 seats and much wasted space. He would not recommend its introduction in Preston. Corporation fares, he said, compared favourably with those of any other municipality or company.
