Which of the following most accurately describes the problem?

LONDON TRANSPORT'S political masters, Greater London Council have delivered a calculated attack on the operator deploring the performance of LT bus services.

Despite LT claims that during the first few months of this year, the service had been steadily improving, GLC Planning and Communications Policy leader Shelagh Roberts said that she felt that she must express "grave concern" over the state of London's bus services as outlined in LT's annual report.

She hit out at LT for being "slow in solving the perennial problem of the shortage of spare parts" and criticised the operator for failing to recruit extra drivers, despite being authorised by the council to do so.

She is also concerned at LT's current acceptance of the difficulties over the introduction of one-man-operated buses and, while she appreciated that there were problems to be overcome in reducing the passenger boarding time in Central London, she was convinced that with determination they could be overcome.
