Which of the following most accurately describes the problem?

at £950,000. Between onethird and two-thirds of all adult fares in the 3p to 9p range will be increased by lp if the application is granted, all single fares between 10p and 30p will be increased by lp but higher fares will in the main not be affected.

Announcing the claim, Midland Red said this week that its increase in operating costs, which lay behind the claim, was expected to exceed film in a full year. Traffic manager Mr James Isaac said: "Our operating costs have been rising at an equivalent rate of more than £100,000 monthly due to wage awards, higher fuel costs and increases in National Insurance and graduated pensions."

These increases, he said, had been affecting the company since last October and Midland Red had delayed as long as possible before seeking a fares increase.
