• Extra costs and hold ups will hit carriers and forwarders made responsible for full in-house goods screening in proposals soon to be laid before Parliament.
Though the regulations only apply to parcel carriers and freight forwarders using international and UK-Northern Ireland flights, the new legislation could also pave the way for new domestic flight rules, says the DOT The first wave of regulations will place the onus on operators to screen items before they reach the airport. Items would not be checked again if the operator elected for 'listed agent status'.
While welcoming tighter security rules TNT Express, the British International Freight Association, and the Association of International Courier and Express Services believe unprepared carriers and forwarders electing for listed agent status could be hit hard.
