Which of the following most accurately describes the problem?

APROTEST against permission having been given to J. Williamson (Haulage Contractors), Ltd., Stockton on Tees, to change their base in Lancashire from Audenshaw to Bury without publication was made by Mr. G. H. P. Beames, for British Railways, to Mr. A. H. Jolliffe. North Western Deputy Licensing Authority, at Manchester last week.

Williamson had sought to add an articulated outfit to their A licence, and Mr. Beames submitted that to allow such a movement without giving opportunity .for objection before renewal could raise ' dangerous " issues.

Mr. K. Williamson, a director, said that the concern sought a normal user of

"goods for H. J. Heinz and Co., Ltd.; (Billingham), Ltd.; Dorman Long, Ltd.; Bovril, Ltd.; and Harrison Bros., between Lancashire and Tees-side."

He explained that the application was originally made in the Northern Area. but refused because traffic emanated from the north-west. The company's business revolved around work for Heinz. The company were prepared to accept a B licence with the same conditions as the proposed normal uSer.

Adjourning the case until a witness came from Heinz, Mr. Jolliffe said the base alteration would be investigated.
