Which of the following most accurately describes the problem?

• The metal coin scheme for concessionary fare-paying passengers, involving the minting earlier this year of 10m 3p and 2m 2p tokens, and launched last month by a consortium of Passenger Transport Authorities and bus companies in the North of England and parts of Wales, spearheaded by SELNEC and Merseyside PTAs, has made an encouraging start.

Midland Red is the latest to join the group which has now swelled to a total of 30 different operators ranging from the Scottish border to North Wales, to Liverpool and now further south to Hereford. Worcester. and Shrewsbury with the inclusion of Midland Red. The consortium is confident that another big operator, unnamed as yet, for North-East area will give approval to the use of the tokens on its vehicles in the near future.

SELNEC PTE has already •made facilities available for local authorities to draw the tokens they need up to the amount each individual council decides it is prepared to authorize for its concession—entitled citizens—the bulk of whom are pensioners.
