Which of the following most accurately describes the problem?

The use of short-range communications radio in trucks as a means of warning fellow drivers of police traps and weight checks has long been a sore point in the US. According to Dr Kaye, the general 55mph speed limit has caused it to raise its head in another form.

He told, just as one example, how four trucks belonging to one carrier had 'been seen running in convoy at 10 to 13mph over the speed limit, weaving through moderate car traffic running at about 55mph. The leading vehicle of the four had a CB radio and was setting the pace for the others at up to 68mph. The lead man kept a look-out for police and speed traps and then, at his instruction, the whole group slowed to a sedate 50mph in perfect formation. As soon as the police check was safely passed, up went the speed again.
