Which of the following most accurately describes the problem?

TRUCK DRIVERS from Bulgaria and Romania will not routinely be given work permits for the UK.

Romania and Bulgaria became members of the ELI on 1 January, but the UK has decided that their citizens will not be allowed to work except in sectors that particularly need staff, such as agriculture and hospitality.

A Home Office spokeswoman says: "Before Romania and Bulgaria joined there was no restriction on any EU citizens accessing our labour markets They had to apply for work permits, but would get them unless there was an obvious reason why not.

"But Bulgarians and Romanians won't get permits unless there is a good reason why they should."

However, the restriction is not permanent. The decision to refuse work permits will be reviewed every year and it is intended that eventually "the whole of the Eli will be opened up".

The Home Office will take advice from its Migration Advisory Committee on which business sectors are sufficiently in need of staff for work permits to be available to all EL; citizens.

The spokeswoman explains: -The committee takes representations from businesses on whether their sector is short of stafff, so if trade associations for example were to make a case that truck drivers were particularly needed then they could be included on the permitted list ofjobs."

Bulgarian and Romanian hauliers will not be allowed to undertake cabotage in the UK.
