Which of the following most accurately describes the problem?

• North Western Traffic Commissioner Beverly Bell plans to tackle the issue of transport managers being nominated on a number of Operators Licences.

The IC told a Leeds public inquiry that the problem of "professional transport managers" was one of three topics on her "mission statement for the new year". The other two are to improve driver training in her area and to open a traffic office in the North-West.

Bell is concerned that transport managers who look after more than one company are not able to keep an aye on whether they are running legally.

On the question of driver training, Bell says: "It concerns me that a lot of drivers don't know the legislation. I have to say that it is their job to find out but I will do what I can to assist them to do so."

The TO indicated that drivers who appear before her who face loss of their vocational driving licences are likely to be dealt with more leniently if they agree to undertake training courses.
