Which of the following most accurately describes the problem?

A LIVESTOCK HAULIER who repeatedly missed required rest breaks has been ordered to pay £915 in lines and costs.

Isle of Anglesey-based haulier John Bryn Williams, trading as WM & EP Williams, of Pentraeth, pleaded guilty before Caernarfon Magistrates. He had committed eight offences of exceeding 4.5 hoursdriving without a required

break, two of taking insufficient daily rest breaks, and one of exceeding the daily driving limit.

Traffic examiner Nia Lloyd revealed to the court that a 44-tonne articulated livestock transporter driven by Williams was stopped in a roadside check on the A487 at Caernarfon on 15 September 2009.

The vehicle was on a journey

from Pentraeth to Blyncir Market to pick up cattle.

An examination of Williams' tacho records showed he had driven for periods varying between five hours and six minutes and nine hours and 20 minutes without the required break. On one occasion, he was on duty for 17 hours and 15 minutes, allowing a daily rest period of only six hours 45 minutes.

On another, he had been on duty for 16 hours and 15 minutes, allowing a daily rest period of only seven hours 45 minutes.

The tacho record for 26/27 August showed Williams had driven for a total of 10 hours 42 minutes.

The magistrates fined Williams £.660 and ordered him to pay £240 court costs as well as a £15 victim surcharge.
