Which of the following most accurately describes the problem?

to perform cabotage in the UK, but just what is cabotage? I would cite the example of an operator from Jersey who arrives in Weymouth with one tractive unit and two trailers. Leaving one trailer in Weymouth, he delivers the contents of the other, then returns to Weymouth to pick up and deliver the second. The authorities at Weymouth insist this is cabotage. Why?
