Which of the following most accurately describes the problem?

haulage very seriously. However, once a week our quirky correspondent, the Hawk. steps off his perch to take a humorous look at the industry to keep us all sane. If you have any off-heat yarns that illustrate the stranger, or sillier, side of the business, he'd like to hear from you. As a softhearted old bird, he's also happy to publicise charitable works— and is always interested in events for the vintage vehicles he drove as a fledgling. It's said to be the only one of its type in the UK and has been hired by Cathedral Works of Chichester as part of a struc tural survey for Railtrack on the 156-year-old Ouse Valley viaduct at Balcombe near Hayward's Heath, West 'IN, Sussex. It carries the main London to Brighton line and Railtrack is splashing out £6m to renovate the 420m long, 37-span, 30mhigh stone and brick arch viaduct. The restoration work should be completed by the end of 1999.
