Which of the following most accurately describes the problem?

• Framptons International has admitted that its advice to drivers to put seals on all the company's trailers has not prevented further incidents of illegal immigrants stowing away on vehicles (CM 12-18 June).

Since that advice several other incidents have occurred, says Framptons' transport manager Richard Fry. The most recent involved four Romanian illegal immigrants who had stowed away in a Framptons truck.

The driver was delivering paper to Frome-based Butler & Tanner when he saw two men jump out of the trailer and run off. Frame police later caught four men together—the other two were believed to have escaped from the trailer earlier on the route.

Fry says: "We are continuing to experience problems. Only by sealing the trailer entirely could you hope to prevent this happening. What the illegal immigrants are doing is cutting holes in the roof and getting in that way."
