On November 2 the Road Transport Industry Training Board revealed that, in considering its levy/grant programme for the year beginning August 1, 1971, it was consulting with the industry on the type of scheme which would he most favoured. In a consultative document, the Board outlined seven main schemes which might be adopted and revealed that even if the present system were continued, the rate of levy would have to rise to about 2.8 or 3 per cent.

Alternatively, if the standard rate of levy should remain at 2.2 per cent, there would have to be an across-the-board cut in grants; or a reduction in the rate of block grant. The RTITB was also prepared to consider a differential levy, either by sector or by size of firm.
